Central Government approved Two extra Attempts for All Categories in Civil Service Exam 2014, With consequential age relaxation

After the change of civil service (Mains) exam syllabus in 2013, UPSC aspirants had been demanding additional age/attempt limit. Large scale protests organized during December session of parliament..
So far, UPSC and Personnel ministry had shown an indifference to these demands (as per the Minister’s reply in Rajya Sabha and RTIs to UPSC and Personnel Ministry.)
But now, Personnel Ministry’s official site has uploaded a new PDF notification:
Link: http://persmin.gov.in/AIS1/Docs/MoreAttempts.pdf
It reads:
Subject: Civil Service Examination- Relaxation of number of attempts
The Central Government has approved “two additional attempts to all categories of candidates w.e.f. Civil Services Examination 2014, with consequential age relaxation of maximum age for all categories of candidates, if required.”
Then upper age limit turns out to be General = 32, OBC = 35, SC/ST=37.
For more elaboration, wait for some update/press release to come on http://www.upsc.gov.in/ and/or http://pib.nic.in.
